What CIRO changed
CIRO’s new proficiency model replaced the course-completion framework with a direct assessment-centric model. If you previously pursued securities licensing through a course like the CSC, that path no longer applies for new investment dealer registrants. Under the new model, passing the exam is the only thing that determines whether you get licensed. The two foundational exams are:
- The CIRE (Canadian Investment Regulatory Exam) covers securities regulation, ethics, and core industry knowledge. It’s the entry point for new registrants in the investment dealer channel.
- The RSE (Retail Securities Exam) covers client suitability, disclosure, and retail securities. It applies to representatives working directly with retail clients.
BCC currently offers exam prep for both the CIRE and the RSE with more prep courses in development. Including ISE, Supervisor, Derivatives, and others. We’re starting with CIRE and RSE, and building from there.

Why we built something new for CIRO exam prep
